本校為「具有特色的研究型綜合大學」，其教育目標則為「培育兼具人文與科學素養、溝通與創新能力、國際視野與社會關懷之菁英人才。」

為了達成上述之定位與教育目標，本校學術及教育單位無不戮力以赴、競競業業，爭取國內、外相關資源以提供入校學生最優質之教育資源。爰此，由於各項研究、教育經費之增加，其儀器、材料、期刊等各式採購種類及數量亦隨之攀升，除了因應日益增加之採購業務量之外，另為求採購事務專業化、合法化，故於民國106年起，將原於總務處事務組項下之採購業務獨立，成立「採購組」。

To achieve this positioning and educational goal, all academic and educational units of the university are dedicated and diligent in securing relevant domestic and international resources to provide students with the highest quality educational opportunities. Consequently, with the increase in research and education funding, the procurement of various instruments, materials, and journals has also grown. In response to the rising procurement demands and to ensure the professionalism and compliance of procurement affairs, the university established the "Procurement Division" in 2017 (Year 106 of the Republic of China calendar) as an independent unit, separating it from the Affairs Division under the General Affairs Office.
