Introduction to Public Art
本處主要的目標
簡單地說,放置在公共空間中的藝術創作都可以稱之為「公共藝術」。但是,依照「文化藝術將助條」第九條規定所設置的公共藝術,則需要依照「公共藝術設置辦法」中的相關規定辦理設置作業。
而公共藝術的類型有那些呢?依文化藝術獎助條例第九條規定「公共藝術」乃指「平面或立體之藝術品及利用各種技術、媒材製作之藝術創作。」顧名思義,它同時兼具有「藝術性」與「公共性」的特質。它具有屬於這個空間、這個地點、這個時代的獨特性,並具是藉由「藝術家」(藝術創作)、「公共空間」以及「民眾參與」三者,在「政府及專業者提供適當的支援下,共同開展的「藝術」、「生活」與「文化」之「社會運動」。
推動公共藝術的目的
落實「文化藝術獎助條例」第九條之規定,提供一個藝術家展現作品的舞臺,經由與民眾的互動及空間的配合,導引多元創作觀。增進民眾親近藝術的社機會,進而促進社區參與,形塑在地文化特色,引發建築專業者創意地設計建築物,形藝術化的公共環境。透過公共藝術設置的合議參與制,創造一個藝術、建築、興辦單位與民眾的相互討論機會,推動文化民主化。

Simply put, art creations placed in public spaces can be referred to as "public art." However, public art set up according to Article 9 of the "Cultural and Arts Promotion Act" must follow the relevant regulations outlined in the "Public Art Installation Guidelines" for the installation process.
So, what types of public art are there? According to Article 9 of the Cultural and Arts Promotion Act, "public art" refers to "two-dimensional or three-dimensional artworks and artistic creations made using various techniques and materials." As the name suggests, it possesses both "artistic" and "public" characteristics. It has a unique connection to the space, location, and era it belongs to, and it is developed through the collaboration of "artists" (artistic creation), "public spaces," and "public participation," with appropriate support provided by the government and professionals, fostering a "social movement" of "art," "life," and "culture."
The Purpose of Promoting Public Art The purpose of implementing the regulations of Article 9 of the "Cultural and Arts Promotion Act" is to provide a platform for artists to showcase their works. Through interaction with the public and integration with the space, it guides diverse creative perspectives. It enhances opportunities for the public to engage with art, promoting community participation, shaping local cultural characteristics, and inspiring architects to creatively design buildings and create artful public environments. Through the collaborative participatory system of public art installation, it creates opportunities for mutual discussion among artists, architects, organizing bodies, and the public, promoting the democratization of culture.
